It combines things we can check — licence, corporate registration, KYC policy, security features, published terms — with things we measure ourselves, namely on-chain flow through the wallets we have labelled and settled bets from public feeds.
What it cannot tell you: whether a specific withdrawal of yours will be honoured, or how support behaves on a disputed bet. Those are the failure modes that actually cost players money and neither is visible in aggregate data.
